That's the safety-sensor circuit. The photo eyes near the floor are blocked, misaligned, or have a wiring fault, so the opener only closes in 'constant pressure' mode. Often a five-minute fix — but don't bypass the sensors.
Belt drive, for most homes: comparably priced now, much quieter (a real factor with bedrooms over the garage), and just as durable for residential use. Chain drives still make sense for heavy oversized doors.
